my in-laws had a bee hive removed from their shed by pest control, and within day or so a new one started to reappear in the same spot, how and why did that happen?

If the pest control people didn’t get the queen then the pheromones she gives off would mean any bees that were out flying at the time would congretate around her when they came back and start to rebuild new comb for the queen to lay in. Are you sure it was not a wasps nest? Wasp nests are paper structures that usually hang from the ceiling.
