Is he a cheater?

What are some sure signs that a guy lies or cheats? Is there anyway to tell if he is a cheater or if I just have trust issues? My bf has lied about “small” things involving girls in the past, but he always plays stupid. I want to trust him, but he has fucked up in the past. He never takes any blame.
Oh and he is in sales so he always has new numbers in his cell and always has to go to new places thats apart of his job so there is no way of checking his phone bill

there’s this guy i REALLY like. he knows it to because of all those nosy gossipers at school. my school year just ended and now he’s all the way in palm beach! his parents are divorced and so are mine. thats what got me attracted to him at first. we have so many things in common. :) his dad AND my dad are in palm. but im living with my mom while he’s with his dad! we were so close to having a relationship until he moved. now i dont know what to do! his cell is broken. His dad doesn’t have a home phone. his email doesnt work. I dont go on myspace anymore, and the only number i have is his FRIENDS HOUSE!@#$%!!!!!!!!!! i dont want to let go. i REALY REALLY REALLY dont. :(
i mean come on!…we even started to kiss…..
plz help!!!!!!!!
he has my number and said he would call, but i dont know if he really will.
