How does one’s possesion of language make that person powerful?

We see it all the time. From Political Campaign’s to Executive rhetoric in business, the power an individual or group has boils down to his or her control of language. How then, can one control language to best serve his or her own needs? I reference specifically the “Rovian” politics of the 2000 and 2004 election. Most apparent in these elections are the key language hijacking phrases: “black baby”, “9-11″, “flip-flopper”, compassionate conservative, etc.

How would the Democrats be able to wrest control of the language from Republicans at this 2008 political juncture? What is needed for them to be aware that they must do this or face losing the 2008 general (popular) election?

My question is multi-tiered, so answer whichever part you feel most apt to answer!
